Türkiye'de Kamu Politikası Oluşturma Sürecinde Yeni Aktör: Cumhurbaşkanlığı Politika Kurulları

Abstract

Toplumun örgütlü bir yapıya kavuşmadan öncesinde bile emarelerini gördüğümüz kamu politikası çalışmaları, devlet-toplum ilişkilerinin seyrine göre gelişim trendi göstermiştir. Zaman içerisinde yöneticilere verilen öğütlerden komu politikasına dönüşüm süreci ancak geçtiğimiz yüzyılın başında mümkün olabilmiştir. Özellikle endüstri devrimiyle başlayan ve askeri, siyasi, sosyal ve ekonomik hayatı derinden etkileyen gelişmeler karşısında devletin toplumsal hayata müdahale etmesi, yapılan müdahalelerin etkisinin ölçülmesini de zaruri hale getirmiştir. Özellikle ikinci dünya savaşı esnasında askeri alanda kullanılan model ve tekniklerin savaşın kazanılmasında çok önemli bir paya sahip olması, toplumsal sorunların çözümü noktasında da benzer başarıların kazanılabileceği fikrini gündeme getirmiştir. Böylelikle ilk başta daha çok askeri alanda ortaya çıkan ve bilimsel metotlar kullanılarak formüle edilen kamu politikalarının ülkenin siyasal, toplumsal ve ekonomik alandaki sorunlarının çözümü noktasında da yaygınlaşmaya başladığı görülmektedir. Yürütme erkinin siyasetten sanata, ekonomiden eğitime, sağlıktan turizme kadar toplumun her alanında ve her konuda kamu politikası çalışmaları yaptığı göz önüne alındığında, hükümetin toplumsal alanda ortaya çıkan bir sorun ile ilgili olarak yaptığı veya yapmak istemediği faaliyetler toplumsal yapı üzerinde derin etki ve sonuç doğurmaktadır. Herhangi bir sorun hakkında gündem oluşturularak başlayan kamu politikası oluşturma süreci, politika tasarımı, uygulama ve değerlendirme gibi aşamalardan oluşmaktadır. Amerika Birleşik Devlet’lerinde tüm bu süreçlerden geçerek üretilen kamu politikası ve çalışmaları uzun bir geçmişe ve kurumsal bir kimliğe sahip iken, ülkemizde ise cumhuriyetin kuruluş yıllarından günümüze yürütülen kamu politikası çalışmalarına rağmen benzer bir kurumsal alt yapıya ulaşılabilindiğini söylemek zordur. Cumhurbaşkanlığı hükümet sistemi ile birlikte yönetsel alanda yaşanan değişim ve dönüşümler, politika oluşturma aktörlerini ve süreçlerini de doğrudan etkilemiştir. Yürütme erkinin tek başlı olduğu yeni sistemde, cumhurbaşkanının kararname çıkarma yetkisine binaen kamu politika kurulları oluşturulmuştur. Bu çalışmamda; kamu politikası oluşturulma sürecinde cumhurbaşkanlığı hükümet sisteminde yeni bir aktör olarak aktif rol oynayacak olan cumhurbaşkanlığı politika kurullarının, politika oluşturma süreçlerine etkileri üzerinde durulmaya çalışacaktır.

Public policy studies, which we have seen even before society has achieved an organized structure, have shown a trend of development according to the course of state-society relations. In the course of the past century, the process of transition from the advice given to the administrators to the Public policy was only possible at the beginning of the last century. The intervention of the state in the social life, especially in the face of the developments that started with the industrial revolution and which deeply affected the military, political, social and economic life, made it necessary to measure the impact of the interventions. Especially in the second world war, the models and techniques used in the military field have a very important part in winning the war, and it has brought up the idea that similar successes can be gained in the solution of social problems. Thus, it is seen that the public policies, which were first formulated mostly in the military field and formulated using scientific methods, began to become widespread in the solution of the political, social and economic problems of the country. Considering the fact that the executive body conducts public policy studies in all areas of society, from politics to politics, from economics to education, from health to tourism, activities that the government does or does not want to do about a problem that arises in the social field have a profound impact on the social structure. Public policy formation process, which started by creating an agenda about any problem, consists of stages such as policy design, implementation and evaluation. While the public policy and activities produced in the United States through all these processes have a long history and a corporate identity, it is difficult to say that a similar institutional infrastructure can be reached in our country despite the public policy works carried out since the foundation years of the republic. The changes and transformations in the administrative field, together with the presidential government system, directly affected the policy-making actors and processes. In the new system where the executive power is single, public policy committees have been formed to authorize the president to issue decrees. In this study; In the process of creating public policy, the presidency will try to focus on the effects of presidential policy boards, which will play an active role as a new actor in the government system, on policy making processes.
