TÜRKİYE-RUSYA İLİŞKİLERİNİN SURİYE KRİZİ BAĞLAMINDA DEĞERLENDİRİLMESİ

Abstract

Tarihsel süreç içerisinde rekabete dayalı olarak ilişkilerini sürdürmüş olan Türkiye ile Rusya arasında, Soğuk Savaş’ın sonlanmasıyla birlikte, ortak çalışma alanlarının geliştirilmesi olanakları ortaya çıkmıştır. Yeni dönemde ekonomik temelli olarak başlayan iki ülke ilişkileri siyasi alana da taşınabilmiştir. İki ülke ilişkilerinin tarihlerinde hiç olmadığı kadar yakınlaştığı ve yoğunlaştığı bir dönemde başlayan Suriye İç Savaşı ise iki ülke ilişkilerinde yeni sorunlu alanların ortaya çıkmasına neden olmuştur. Yeni çatışma alanları Türkiye-Rusya ikili ilişkilerini olumsuz etkilemiş, Rus savaş uçağının Türk jetleri tarafından düşürülmesi sonrası kopma noktasına gelen ikili ilişkiler, iki ülkenin de rasyonel tutumları sonucu, tekrardan başlatılabilmiştir. Suriye krizinde iki ülkenin inisiyatif alarak sorunları birlikte çözme iradesi gösterebilmeleri iki ülkenin beraber çalışabilme reflekslerinin gelişmesine katkı sağlamıştır. Suriye iç savaşının çözümü noktasında uluslararası alanda geliştirilmiş tek somut adım olan Astana sürecinin başarıyla sonuçlandırılması ise diğer bölgesel sorunların çözümü noktasında örnek oluşturabilecek niteliktedir. Temel sorunsalı, Suriye krizinin çözümü noktasında Türkiye ve Rusya’nın inisiyatif geliştirmelerinin bölgesel sorunların çözümüne olumlu katkı sağlayıp sağlayamayacağının tartışılması olan bu çalışmada; Suriye krizinin başlangıcından günümüze kadar Türkiye ve Rusya arasındaki çatışma ve uzlaşma alanlarının analizi yapılarak, Türkiye-Rusya ilişkilerinin Suriye krizi bağlamında değerlendirilmesine yer verilmiştir. Araştırmada tarihsel ve betimsel araştırma yöntemleri kullanılmıştır.

Which conducted a competitive relationship between Russia and Turkey in the historical process, with the end of the Cold War, it has emerged opportunities to develop collaborative workspaces. The relations of the two countries, which started on an economic basis in the new period, were also carried to the political field. The Syrian Civil War, which started at a time when the relations of the two countries became closer and more concentrated than ever, caused new problematic areas to emerge in the relations between the two countries. New areas of conflict have a negative impact on Turkey-Russia bilateral relations, from the Russian war planes after lowering the breaking point by Turkish jets, the result of rational attitudes of the two countries could begin again. The fact that the two countries took the initiative in the Syrian crisis and showed the will to solve the problems together, contributed to the development of the reflexes of the two countries to work together. Successful conclusion of the Astana process, which is the only concrete step developed internationally in the solution of the Syrian civil war, can be an example for the solution of other regional problems. Basic problematic in solving the Syrian crisis can not be discussed in Turkey and provide a positive contribution to the solution of regional problems of Russia's development initiatives, which in this study; up since the beginning of the Syrian crisis, Turkey and the analysis of the areas of conflict and reconciliation between Russia, Syria, Turkey-Russia relations are given in the context of the crisis. Historical and descriptive research methods were used in the research.
