1980’den sonra Türkiye’de Uygulanan İstikrar Politikalarının Ekonomik Büyümeye Etkisi

Abstract

İstikrar politikaları genelde gelişmekte olan ülkelerde kısa ve vadede ekonomik hedeflerden sapmaları gidermek ve uzun vadede sürdürülebilir büyümeyi sağlamak amacıyla tercih edilen kamu politikası olma özelliğindedir. Bu çalışmada kesintili zaman serisi analizi kullanılarak 1980 sonrası dönemde makroekonomik istikrarsızlığı gidermek amacıyla uygulamaya konulan 1980, 1994 ve 2002 istikrar politikaları ile ekonomik büyüme arasındaki ilişki test edilmektedir. Çalışmada kullanılan analiz, bu istikrar politikalarının uzun vadeli etkilerini test etmesinin yanı sıra kısa vadeli olarak da istikrar politikalarının etkisini ölçmek için de elverişli olması gibi önemli avantajlara sahiptir. Bu çalışmada 1980 dönemindeki istikrar politikalarının ekonomik büyüme üzerine olan etkisini test etmek amacıyla 1980, 1994 ve 2002 yılında uygulamaya konulan üç istikrar politikası test edilmektedir. Aynı zamanda çalışmada istikrar politikasının uygulandığı dönem sonrası trend analizi ve sağlamlık testi de kullanılarak ana model test edilmektedir. Ekonometrik hesaplamalarda elde edilen sonuçlar,Türkiye ekonomisinde istikrar politikalarının uzun vadeli ekonomik büyümeye olumlu bir etkisinin olduğunu göstermektedir. Aynı zamanda ekonometrik hesaplamalarda elde edilen sonuçların ana modele yönelik sağlamlık kontrolü sonrasında değişmediği görülmektedir.

Stability policies are mostly the preferred public policies to correct deviations from short-term economic targets in order to eliminate imbalances in macro-economic indicators, and for sustainable economic growth in developing countries. By using interrupted time series analysis, the link between the stabilization policies, which were implemented to address macroeconomic imbalances that are seen in the post-1980 period, and economic growth is examined for the Turkish economy in this study. Such analysis give a permission for testing the effects of the stabilization policies on economic growth in the long run, whereas it also gives an advantage to do so in the short term. In order to test the effect of the stabilization policies were implemented in the post-1980 period on economic growth in the Turkish economy, three stabilization policies, which are 1980, 1994, and 2002stabilization policies, are examined in this article. In this article post intervention trend analysis is also conducted with robustness check of the main model. The obtained findings from econometric estimations show that the stabilization policies have a positive effects on growth in the Turkish economy. Moreover, the results that are obtained from the econometric estimations are unaltered to robustness check of the main model.
